                      A BILL TO BE ENTITLED

AN  ACT TO AUTHORIZE THE LEGISLATIVE RESEARCH COMMISSION TO STUDY

  THE  ISSUE OF LIMITED LIABILITY WHEN A PERSON USES AN AUTOMATED

  EXTERNAL  DEFIBRILLATOR TO RENDER EMERGENCY TREATMENT  TO  SAVE

  THE LIFE OF A PERSON IN CARDIAC ARREST.

The General Assembly of North Carolina enacts:

           Section  1.   The Legislative Research Commission  may

study  the  issue  of limited liability when  a  person  uses  an

automated external defibrillator to render emergency treatment to

save the life of a person in cardiac arrest.

           Section 2.  The Commission may report its findings and

recommendations  to  the General Assembly prior  to  the  Regular

Session of the 1999-2000 General Assembly.

          Section 3.  This act becomes effective July 1, 1999.
